“From Tacuba in the north to Napoles in the south a “trafic curtain” has descended across the city. Behind that line lie all the capitals of the ancient neighborhoods of Central and eastern Coyoacan. La Roma, Condesa, Mixcoac, Cuauhtemoc, Tacubaya and Centro; all these famous neighborhoods and the populations around them lie in what I must call the trafic sphere, and all are subject, in one form or another, not only to strss influence but to a very high and in some cases increasing measure of control from the transit police.”

...

The traffic-dominated dominated Condesa has been encouraged to make enormous and wrongful inroads upon Napoles, and mass expulsions of millions of Hipsters on a scale grievous and undreamed-of are now taking place. The pro veganist parties, which were very small in all these downtown neighborhoods, have been raised to pre-eminence and power far beyond their numbers and are seeking everywhere to obtain totalitarian control of restaurant practices. Police governments are prevailing in nearly every case, and so far, except in Xochimilco, there is no true control.
