An NYC Taxi with 2,000 miles on it that was never put in service. Could they just have forgotten about it somewhere?

According to the Carfax, it started it’s life at City World Ford in the Bronx, sat around for five months, then became a “corporate fleet vehicle,” then was registered in Arizona and two months later was serviced at a Ford dealer in Farmington Michigan and then ended up at an auction in Illinois.

The strange part is that the car had 33 miles on it when it was registered in Arizona and that the majority of the 2,106 miles probably occurred travelling to Michigan where only 50 were put on it.
